Log message:

added numvalues field to Cvar_Value to indicate how many vector components were parsed
changed Cvar_ValueRange structure to contain two Cvar_Value structures, to allow clamping of vectors, these are created by the Vector version of the usual range limiting function (which has a lot of parameters as a result)
