This happens when the system can't get at the script files, some of 
which are needed for the installer to start up.

Likely this means they couldn't read the installer itself, as those 
scripts are inside the appended zip file.

Maybe see what the permissions are on the file? Maybe the file has 
execute--but not read--access for the user?
