sv_privatepassword bleh
sv_maxclients 16
sv_privateclients 16

...will make a server that reports itself as full (0 of 0 slots
remaining). If someone connects without the password, they get "server is
full". If you pull down the client's console and type:

  set password bleh

Before connecting, they will get in fine.
