[Gtkradiant] Early experimental GtkRadiant 1.7.0 build

We're kicking the tires of doing a few updated builds of GtkRadiant.
Here's a super experimental build you don't want to use:

Changes:
- A fair amount of fixes and pull requests (last binaries were in 2013).
- Visual Studio 2015 (last binaries were Visual Studio 2012).
- Dropped STLPort.
- Newly rebuild libxml2.
- Still using gtk2, but we may move to gtk3 soon.

Go ahead, don't run this build.
