[Gtkradiant] GtkRadiant 1.4 GPL-ization patch

This is GtkRadiant 1.4.0-tag with the following changes:
Replaced all Id Software license boilerplates with id Software GPL boilerplates.
Removed GPL-incompatible RSA md4.c and all references to it in code and projects (it only computed pak CRCs in the quake2 qdata utility - useless).
Replaced LICENSE with the one from 1.5-GPL and removed LICENSE_ID.
Added a couple -fPIC options to the Sconscript so that x86_64 compiles (which needs -fPIC even on static libs).

It has been test compiled on SuSE 10.2 x86_64 in 32bit and 64bit compilation, it has not been run, but should be perfectly suitable for a GPL 1.4.0 branch.
