[Gtkradiant] Q3Rad_Manual has no copyright file

Yeah we should probably relicense it and make it available under some 
kind of documentation license. We would have to move it out of the 
gamepacks folder however, as I'd rather keep everything that's in there 
strictly id copyrighted stuff.

Can you open an item in bugzilla for this?
