Hi,

Use the translate-tool: hit 'w' or use the buttons on the toolbar.
While using the translate-tool in vertex-mode, you can select vertices using the
same selection tools as you would use for brushes:

shift+lmb+click on a vertex (or drag a box over more) to toggle-select
alt+shift+lmb+click on a vertex (or drag a box over more) to replace-select
