[Gtkradiant] license question

Hi,

I have a question about the license of q3map2 and gtkradiant: As far as 
I know, id allows to use their file formats without any royalties. But 
if you want to use them in a commercial project, you have to write your 
own tools to read/write these files.
Is this correct and does it apply to q3map2 and GTKRadiant, too?
