[Gtkradiant] GTKRadiant Bug Report

Don't know how you came up with the URL, but it doesn't look like a 
correct one. Windows / Stable / Jedi Knight II gives me:

http://www.qeradiant.com/index.php?data=dlselect&query_dlsel=1&OS_dlsel%5B%5D=1&Release_dlsel%5B%5D=3&Games_dlsel%5B%5D=4

Which gives me a link to download the latest 1.4 setup. Works fine here
