I was trying out v1.4.0 ("classic" pack), and, whenever I try to load 
textures, Radiant crashes, and XP asks to send in an error report to Microsoft 
(which I have decided not to do.)

For your reference:
- I had v1.3.13 (classic pack) installed previously, but uninstalled it prior 
to installing 1.4.0.
- My system is an Athlon XP 2000 @ 1.67, with 768MB PC3200 RAM, 120GB 7200RPM 
hard drive, and is running XP Home (SP 1)

Any information you may have to give me on this issue would be appreciated.

In addition, I received an e-mail from another Radiant user who was having the 
same problem.  From the information shared between me and him, we have come to 
the conclusion it is probably an issue with the WAL plugin.
