Further work for a 1.3.12 release should happen on the branch now that we have
officially released 1.3.12 on win32:

This issue is being a major annoyance. I have upgraded binutils to latest
release ( 14 something ), but I still get the same behaviour. Setting a
breakpoint in the CSynapseClient destructor shows that the "eclass" "def"
destructor is called (it's a static class, and it's *not* the one being shut down)
