applied Nurail's patch to add -fs_basepath
the .proj and installers need to be updated accordingly
I am targetting another RC build tonight hopefully - Nurail would you have time
to update .proj and IS setup? No longer need the INSTALL_Q2 and TOOLS_Q2, should
be installed to install/q2/ ..
