[Gtkradiant] 1.3.8 rolled out

I've released 1.3.8

The main topics for next release will be:

- Enemy Territory support (RR2DO2?)
- switch to Gtk2

And potentially bug800, still need to look at that code and comment some
more on cleaning it up.
