additionally, i find this behavior weird.

up until you select "auto load selected game on startup", local.pref is stored 
in C:\Program Files\GtkRadiant-1.3\q3.game\local.pref

after "auto load selected game on startup" is selected, local.pref is stored in 
E:\Quake3\Radiant-1.3\local.pref
