I hate to make an assumption, but... 
GL_RENDERER: Matrox G400
.. this looks like the cause of rendering performance problems.
Your description sounds like either a driver problem with opengl, or a driver 
problem with the GTK windowing system.

Please try the following:
Install GtkRadiant-1.3.9-gtk2 (the latest version of radiant and GTK).
Install other drivers for your G400. You may need to revert to older drivers.
