clarification/additional observed behavior:

when an epair value is empty, or invalid, the invalid epair is appended at the 
end of local.pref on exit. the original invalid or empty epair is not deleted.

perhaps this is an exponential effect, on subsequent exits the dual invalid 
epairs are appended. i didn't test it. i think it is.

having valid values for epairs is the workaround this bug.
