Not sure why I filed this one in.
We don't want to install a .sample in all the game dirs.
If I understand right it doesn't scan core. It should? Scan game dir first, 
and then core as a fallback.

Need to handle networked install also (bug 763)
Look in the user's personal folder before starting looking in the shared areas?
