when in floating window mode doubleclicking a titlebar should minimise/maximise 
the window -- that is the correct and expected behaviour for a window.

when you open a menu such as by clicking "File" and wish not to select anything 
you should be able to close it by clicking "File" again, or by clicking the 
titlebar.
