summing up if I understand this right:

- this patch allows to *build* on NT4 and such. binaries compiled on these
systems won't have support for multimonitor (that would only affect the 'start
on primary monitor' preference?)

- since I build the releases on XP, the multimonitor will be recognized and
used, and the official binary produced will still look for the exported symbol

So in the end this patch would only be interesting to people who are going to
build their own binary of radiant on an NT4 system. Our official compiler now is
VC7, I don't think we should care about NT4 at this point?

I don't mind if the patch gets applied to 1.5 source tree, but I don't see a
good reason to have it in 1.4
