[Gtkradiant] [Bug 806] SoF2 system textures are missing after 1.3.7 setup

I put the file you provided in the same directory as my radiant.pk3 and it 
didn't work, everything is same same. Maybe I am doing somethign wrong? 

they are both in my /base directory 

I even tried extracting the textures/tools folder and placing it into 
the /base/textures folder along with a folder for the radiant textures and that 
didn't work. I tried to update the bug report but I forgot my login info. 
Thanks for your response to this and I hope we can get it fixed soon.
