Neither of these are "bugs", just simply interface conventions that the Gtk
people do differently than the Win32 people. They're "unixisms" really.

Looks like GTK 1 does this in general. The GTK2 branch doesn't behave this way,
at least for being able to click the same menu twice to open and close it.

As far as the other, double clicking the title bar and so forth, I'll keep
researching whether or not that's a "settable" behavior.
