checked in a new q3 .qe4 with the q3map2 commands

- need to have similar updated qe4 for all other games that q3map2 supports,
RTCW, JKII, SoF2

- need to push the internal version for .qe4 so that -update build generates
reloads the template

will grab new q3map and picomodel source for integration (there will be some
setup work also)
