using a QE4_VERSION define in the code

Added a warning to detect when project template doesn't match hardcoded editor
version. In most cases this means the setup is broken (the project template is
outdated related to the editor binary). When you are making hand-written .qe4
you need to make sure no version tag is stored in the qe4 (this happens if you
work from a .qe4 that GtkR generated)
