[Gtkradiant] 1.2.9 release plan

I want to release 1.2.9 today/tomorrow. STV:EF support, and a bunch of bug 
fixes (some media updates).

This time we are going to have a full setup, since things have greatly 
improved over 1.2.1 and no full setup has been released in a while. The 
current files layout is:
- 1.2.9-update for existing 1.2 installations (Q3 / RTCW / JKII)
- 1.2.9 full Q3+RTCW
- 1.2.9 full JKII
- 1.2.9 full STV:EF

Got JKII default texture scale to settle, then win32 setup updates, and we 
are good for release (there is going to be Linux builds too).
