ok, that was indeed broken.

AddRegionBrushes doing a fprintf(buf, "%d", <float>) kinda thing
added casting, fixes the general b0rkage

we were printing a warning message to the console when camera is outside the region
now denying BSP command completely to be safe

reworked SelectBrush to take regioning into account when performing selection
will go for the right brush now, whatever regioning is active
