This happens because the maximum value of the rotation slider is 7, so it cannot
be set higher than that via the preferences dialog...

Changed the maximum value to 100 & changed the sliders so that they both display
their value.

It was never a bug, just a misunderstanding, in that ppl were expecting movement
and rotation velocity to use the same range of values. And the maximum value of
rotational velocity was apparently too low.
