yes.

The bottom of the menu hits the windows task bar and adjusts itself upward (as 
you said) which puts the topmost menu item over the menu title. during the 
course of a normal click and release on the menu title, the menu is dropped 
down faster than mouse-button release, and the topmost menu item gets selected.
