This only happens when you drop a NEW plugin/module into an existing 
installation.

There needs to be way for plugin developers to distribute their plugins without 
getting the user to edit their synapse.config diectly.  (They'd only get it 
wrong..)

I suggest checking for "[modules|plugins]/<modulename>.synapse"

e.g.

"modules/mynewplugin.synapse"
