Editing RTCW, but I suspect any game will be fine.

How to repeat the problem:

Start a new map.
Set grid to 8, XY (topdown) editor view.
Create a brush in XY in front of the camera. Start from 64,64 and go to 72,-64.
It should be x=8, y=128.
Switch to YZ view to view rectangular brush.
Select the brush and hit 'E' to drag brush. Move any corner -- it shouldnt 
matter which.
While still in drag-edges mode, move the grid down to 4. Move the same corner 
somewhere.
While still in drag-edges mode, Increase grid to 16 -- see if the corner you 
are handling is on the grid. Move it again.
If it still allows -- While still in drag-edges mode, increase grid again. It 
should now be at 32. Move the corner.

At this point the brush will corrupt and should disappear from your view, but 
the Z-window will show a selected brush that spans as far up/down as possible.

If it does not, maybe try and increase the grid and move the edge.

This happens fairly often when doing brushwork and changing grid-sizes... A 
most annoying quirk... Reproducable very often while editing.
