[Gtkradiant] plugins/map module

I am planning on doing a .FGD definition reader, though I can't do that
until my patch for modularised eclass's gets patched in.  I will also write
a worldcraft map file reader in due course, though it's not essential
because the halflife map compiler tools read worldcraft maps and .map format
files anyway.
