This is a side effect of being able to select patches by clicking on their mesh
component. If you turn on Preferences > Interface > Editing "Select patches by
bounding box" then you can move the patches as you would expect. 

With the patch drawn only as a profile (line) in the view you are trying to 
move it in, the mesh component isn't 'clickable' because it is too thin, so 
each time you click-drag radiant assumes that since you clicked outside the
current selection, that you want to perform a side stretch instead of a move.
