I 'reproduced' by accident. I'm about 80% sure that i did rclick taskbar > 
close. When i next opened radiant from shortcut, it would crash after 1) a 
brief flash at an odd position on screen 2) disappear (splash still visible). 
after about a 2 sec delay it would crash.

Digging in radiant.ini revealed the following (trunc'ed for brevity)

[Window]
State=2
PositionY=-32000
PositionX=-32000

I changed the pos values to 6 (a valid value in other window entries in this 
section), but still crashed. Changed State=1, and no more crash.
