[Gtkradiant] Halflife setup stuff (was current trunk / synapse XML runtime configuration)

bleh. 'gametools' was originally specific to the compiler tools. Now we
have been throwing more stuff into it. I'd want to distribute a complete
Half-Life package though, which would not require the user to download
additional stuff. That is .. can we put zhlt directly in our package? Did
the zhlt author reply yet?

About the setup scripts .. if you have InstallShield, it may be good if
you can start writing the main pieces of the installer yourself. Otherwise
I will be doing it. I am working on the new website prior to that, so that
we can have it online for further GtkRadiant releases.
