COD4 How to ban player which are not on server

Hello,

we have found a cheater on our server, you can see the evidence here:

I tried to ban the guid but banuser and banclient need the player to be 
banned on the server, but he was leaving before. Is there a way to ban 
players which are not on the server? Is there a way to add a reason for 
kicks and bans which can be seen by the kicked/banned player?
