[cod] Admin systems

Rcon Max does what you're looking for.  "Junior" admins can type allowed command through chat - they don't have to know the rcon password.

Which admin systems are out there and available for use? Which do you
recommend and why?

I am particularly looking for a system which will allow admins to have
individual passwords (no need to know rcon password) and a limited
number of commands, e.g. on the format "!kick player", "!ban
player 1d"
and so forth. Any systems like that around?
