      I have setup a server with a max_clients of 24, but on the screens at the JOIN GAME in cod UO is standing 18 players max. If I raise it to 28 there stands 20 and so on. 
      What is happening and what could I do about it ?

      Iam running on a dual 3,2 with windows 2003 server
