As far as I can tell, a lot of people seem to use favourites. I.e. once
they liked your server they are likely to come back. The best way to
initially get people playing is to not have the server at 0 players.
Most people seem to filter out empty servers so it's kind of a hen/egg
problem.
I never did anything to promote any of my (few) servers but after a
while of having the server running steadily I always seemed to grow a
base of regular players.
It's actually quite funny. We ban a lot of people without too much
reason by way of habit and by way of doing justice to our domain name
but that never seemed to have hurt the popularity of the server(s).
