Start your server and type: sv_mapRotation on console than you see if your
settings work, like:

sv_mapRotation
"sv_mapRotation" is:"gametype hq map mp_arnhem gametype hq map mp_berlin...

You need set it up in your server.cfg:

set sv_maprotation "gametype hq map mp_arnhem gametype hq map mp_berlin..." 
MAP_ROTATE

Every time I start the server it starts in Arnhem TDM. After that first map
it goes to Arnhem DOM like I have it in the rotation. 

What could be the possible cause(s) of this?
