All I can say is use the console on your server to kick people.  Clientkick 
# or is it kickclient # ..... i can never remember, i usuallly figure it out 
when i have to kick someone...

Or if you don't have physical access to the server console, I got my admins 
to use rcon in a program called HLSW.
