Perhaps for matches. On public servers, there are many reasons to need 
to be able to change settings on the fly. We frequently turn freecam on 
and off, for example, in order to spot spawn campers etc. There are 
plenty of other settings which have quite legitimate reasons to be changed.

As above.. maybe in "Match mode", but this should certainly not be 
forced on everyone. Match specific settings would be a nice feature of 
any server engine.. but they should be an option, not the default.
