Alas neither Fedora Core 2 nor 4 have that page. I do know about ulimit but 
I don't see an option to limit CPU percentage, just CPU time. And since 
we're talking servers, restricting time wouldn't be that useful as the 
server is likely to be long-lived.

Ideally what's needed is something that integrates CPU usage over time and 
restricts average usage, allowing for momentary peaks. (Since obviously one 
process has 100% of the CPU at any given moment.)
