I'd say that's pretty typical if your server has a nice connection.  Mine 
on Rackshack (now ev1servers.net) gets tons of different users over the 
course of a month, and maybe only a couple dozen regulars.

Now if you're consistently listed by gamespy to have a high ping for a lot 
of people, it's probably a different story...
