Question about the CPU Status indicator

I was wondering how the Linux BF1942 server determines if the CPU is being 
over taxed?  I noticed my server had the little red dot next to it in the 
In-Game server browser..  According to that red dot, it is saying the Game 
server is being over utilized. 

But, when I log into the server, top is showing the the bf1942_lnxded 
process is only chewing up 20% CPU Time. 

Any thoughts on this?
