We will be pulling the plug on the CVS server on March 31st.
The handful of projects still using CVS should make plans to move to a different revision control system; icculus.org will still offer Subversion, Mercurial and Git support, and can migrate existing CVS repositories to any of these technologies without sacrificing the existing revision history.
If migration scares you, use Subversion; it mostly "feels" like CVS, but removes all the limitations and annoyances. Mercurial and Git are more powerful still, at the cost of a learning curve.
If you have a project that needs to be migrated, please contact Ryan. Those that don't convert from CVS will have their repositories converted to Subversion on March 31st, where they will remain as read-only until the maintainers request to take over control of the converted repository.
On March 31st, cvs.icculus.org will stop resolving, nothing will be listening on port 2401, and the /cvs tree will vanish from the filesystem.
