Either way, you’ll need a free account on the forums to access the builds.  New builds weekly on Friday evenings.  I can’t speak to the functionality of the linux client build (server’s doing ok, it seems).  I was one of those sellouts that switched to an MS OS to play UT3 (and other Steam-sale games), so I don’t have a linux rig that meets the min specs for the UT4 client.  For shame.
