As always the correct answer is, it depends. In this case on the look you want 
to achieve. The graphics of XIII still look great, and propably still will 
look great in a few years. OTHO UT2003/2004, which needs a lot more compute 
power looks kind of dated, today. So while back in the days cell shading was 
more expensive, nowadays it might actually be cheaper, as you can skip a whole 
lot of stuff, like reflections, that nobody will miss in a cell shaded image, 
while it will make a realistic image look less competitive.
