As stupid as the whole Microsoft thing sounds it does hold some weight.
The primary place where Unreal Engine 3 is being further developed for
is Gears of War. You'll notice for Gears Of War 2 the engine has been
further improved and from the looks of it is where most of the primary
engine development is taking place. Epic and Microsoft might both hold
rights to the engine itself. Epic is a Gears Of War machine, in
Microsoft's bed.
