[ut3] Packet Loss problems with new test ut3-bin.

Hi Jack (err Bauer?)

how did you diagnose this problem? I am experiencing the same symptoms, 
but have not been able to locate the problem. I was leaning towards a 
bad netcard, though I didnt's see any packet errors/collisions or loss 
during matches where people were complaining. They basically just 
experience about 1 sec of freezing, combined with random teleporting and 
bad accuracy. Everyone having a sub-40 ping during the whole match.

Anyone else?
