[ut3] Activate Mutators via ini file ?

If you don't want to specify the starting map and variables (including 
mutators) on the command line, you can do it through the LocalMap entry in 
UTEngine.ini instead. However, there are some bugs in UT3 that you'll have 
to work around if you choose that route:
