[ut3] not showing in the list

Hello, 

I created a gamespyid.com account, using that login info in my command line
see the following

server
DM-Deck?GameMode=0?bIsDedicated=True?AdminPassword=xxxxxxxx?MaxPlayers=16
-ini=UTGame.ini  multihome=208.100.xx.xx -login=xxxxxxx -password=xxxxxx
-nohomedir

I waited a quite a while and the server is not getting listed in the online
browser and game-monitor.com doesn't see it either. 

Is there a setting to put to be advertised?
